TESDA’s contingent participated in the Collaboration Training Course / Skills Evaluation System Dissemination Seminar (CTC SED) organized by the Japan Ministry of Health, Labour and Welfare. The nine-day seminar, held from November 20 to 29, 2024, aimed to facilitate the transfer of knowledge on conducting and managing skills competitions, as well as national assessment and certification systems.
Representing TESDA at the event were NCR Regional Director Jovencio Ferrer, Jr. and Engr. Dexter Hulleza, Chief of HRDC/WorldSkills Competition Section. The seminar provided participants with the opportunity to observe the Japan National Skills Competition, visit Japan’s advanced industrial technology facilities, and collaborate with other countries in developing action plans to improve their respective national skills competitions.

As part of the seminar, the TESDA delegates toured the Toyota Commemorative Museum of Industry and Technology in Nagoya, Aichi Prefecture. The museum, located on an industrial heritage site, chronicles the history of the Toyota Group and the evolution of textile machinery that ultimately led to the growth of the automotive industry.
Exhibits included approximately 100 machines, from early spinning and weaving tools to modern mechatronic textile machinery. The automotive gallery highlighted the progression of automobile production, from 1930s manufacturing techniques to contemporary robotic assembly processes, spot welding, and spray painting.




The visit to Aichi Prefecture, recognized as the home of Toyota and a hub of Japan’s manufacturing and technological innovation, was particularly significant as it will host the 2028 WorldSkills Competition, dubbed as WorldSkill Aichi 2028.
RD Ferrer and Engr. Hulleza also observed the Japan National Skills Competition, gaining valuable insights into its execution.

TESDA’s participation in the CTC SED seminar was timely, as the Philippines is preparing to host the 14th WorldSkills ASEAN Competition in 2025. TESDA WorldSkills Philippines expressed its gratitude to the Japan Ministry of Health, Labour and Welfare for providing this invaluable opportunity to enhance its expertise in organizing and managing skills competitions.
The seminar concluded on November 29, 2024, with the development of action plans aimed at advancing national skills competitions across participating countries.

WorldSkills ASEAN is the largest showcase of professional and technical skills in the ASEAN (The Association of Southeast Asian Nations) region and brings the objectives of the WorldSkills movement to Southeast Asia. The skills competition was initiated by an agreement among ASEAN Member States in 1993 and aims to promote and raise skills standards in the ASEAN region to an international level, as well as to motivate youths to develop their skills and knowledge. ASEAN Member States take turns to host the biennial WorldSkills ASEAN Competition.
